Compliance for Commercial Fleets- Here’s what you need to know!

fleet and trailer compliance

Understanding your commercial fleet compliance obligations can be challenging. Plus, with new rules like the HGV trailer brake requirements now in effect, it’s important to prepare.

That’s why we have outlined some of the latest changes in fleet compliance. Read more as we outline some of the need-to-knows about compliance. Including why the rules are in place and how to solve the issues.

Commercial Fleet Compliance 2025

Ensuring fleet compliance is a key responsibility for fleet managers. With regulations always evolving, staying up to date can be challenging.

Maintaining compliance is vital for several reasons, including:

  • Safety

  • Reputational management

  • Avoiding fines & penalties

  • Ensuring operational continuity

Trailer Compliance- Brake Standards

One of the most urgent aspects of trailer compliance is the Trailer Brake Test requirements. These took effect in April 2025.

According to the DVSA, the regulations specify:

“Laden roller brake tests or EBPMS will be the primary accepted methods for assessing brake performance”

What does that mean?

Either

  • Electronic Braking Performance Monitoring System (EBPMS) must be fitted and have one physical roll test a year

Or

  • Heavy goods vehicles are expected to undergo physical roller brake testing up to four times per year. (Average £100 per test, plus time vehicle is off the road)

Why is this coming into Place?

The requirement is being implemented to improve road safety and roadworthiness. Here are the key reasons behind the change:

  1. Enhancing Road Safety

  2. Increasing Commercial Vehicle Standards

  3. Addressing Brake Performance Issues

  4. Technological Advancements

  5. Aligning with European and International Standards

  6. Preventing Penalties and Liabilities

The Solution:

The Webfleet EBPMS solution ensures your trailer complies with standards and can be used instead of the additional tests per year. Fitting the system requires just one physical roller brake test for the yearly MOT. That’s saving you £300 on MOT costs and time off the road.

You can test performance anytime online by generating a report. That way, you can also detect issues at more regular intervals. This allows you to be proactive with issues and maintain your vehicle. Healthier fleet, healthier savings.

Smart Tachograph Compliance

Smart Tachograph compliance uses advanced digital tachographs for compliance. They are also known as smart tachographs. These help drivers with driving time regulations, rest periods, and road laws.

What are the rules?

Your fleet must install smart tachograph 2 devices in your vehicles by August 2025 if:

  • Your fleet has vehicles weighing 3.5 tonnes or more

  • Your business uses these vehicles for international routes

  • A prior version of the smart tachograph is installed in these vehicles

Why?

The smart tachograph rule is in place to improve road safety and reduce driver fatigue. It prevents fraud by providing secure, tamper-proof digital data. This makes enforcement more efficient. The rule also allows for real-time data transmission and streamlining inspections. Thus, improving fleet management through remote monitoring. Ultimately, it helps reduce fuel consumption and emissions. That will benefit both road safety and the environment.

How do we solve it?

Webfleet Tachograph Manager is a comprehensive software solution for maintaining your fleet compliance. You can use it for downloading, analysing, and archiving tachograph data. It simplifies compliance at every stage.

The system offers a range of detailed reports, such as social infringement reports. These provide a clear overview of potential fines and guidance on corrective actions. Additionally, TachoGrade evaluates your drivers’ adherence to European Drivers’ Hours Regulation ((EC) No.561/2006).

CO2 Reporting Compliance & How Webfleet Helps

In the UK and Ireland, certain businesses are required to report their CO2 emissions. This includes those generated by their fleets.

  • EU: Companies meeting the Corporate Sustainability Reporting Directive (CSRD) criteria. Which includes (large corporations, publicly listed SMEs). Must disclose their emissions.

Why Is This Rule in Place?

CO2 reporting regulations aim to:

Combat climate change by reducing emissions
Increase regulatory transparency for businesses
Ensure corporate accountability for environmental impact

These are to encourage businesses to monitor, report, and reduce their carbon footprint.
